Preheat oven to 350 degrees. Line baking sheet with parchment paper. |

In medium bowl, mix together flour, cream of tartar, baking soda, and salt. Set aside. |

Cream together sugar and butter. Add eggs one at a time and then vanilla. Blend well. |

Slowly add dry ingredients to wet ingredients and mix well. |

In a small bowl, mix together remaining 3 tablespoons of white sugar and 1 tablespoon of cinnamon to form a cinnamon-sugar mixture. |

Shape dough into 1 inch balls and roll in the cinnamon-sugar mixture. |
